Hydraulic engineering requirements for Development Application (DA)

All development applications for new homes in NSW require a BASIX (Building Sustainability Index) certificate to address the capture and re-use of stormwater. In addition, developments within the Sydney drinking catchment must meet “NorBE” (Neutral or Beneficial Effect on water quality). The purpose of these requirements is to ensure Sydney’s drinking water does not become contaminated.

It is important to understand your local council’s requirements in the early planning stages of your development application to ensure stormwater measure controls are appropriately designed for. As such, a “Design Concept” is prepared with the use of architectural drawings, surveys, and flood assessments so that you do not encounter delays or amendments.

Once you receive DA approval from council, our engineers will begin preparing the “Detailed Design” for construction purposes. A draft copy of the drawings will be issued, for your and Architects review and approval, prior to final “issued for construction (IFC)” drawings are forwarded to you.

Important things to consider for a hydraulic engineering project

A work as executed (WAE) inspection and certificate will be required after construction to confirm that the stormwater system has been constructed according to the design. It is your responsibility to maintain your stormwater management system once constructed which includes cleaning gutters, removing accumulated sediment or desludging rainwater tanks.

Reports if the subject property is flood affected

A flood impact assessment report will provide you information on the flood risks associated with your development or property. This will help you to decide if flood mitigation measures are required.

Depending on the nature of the report, an engineer will typically want to first inspect the property to gather information through photographic evidence and review supplied documentation in accordance with site conditions prior to generating a report.

Once supplied with the appropriate information, a qualified Hydraulic Engineer will then begin drafting the required report tailored to the clients’ requirements as per council determination. The report typically determines flood behaviour at various Annual Exceedance Probability (AEP) design floods to demonstrate that a development will not increase flood risk to properties within the floodplain. A hydrology model will be developed to simulate runoff from a catchment at various AEP storm events while a hydraulic model will estimate flood behaviour for pre and post development scenarios. From these models, a conclusion will be reached providing you with our findings and recommendations.
